Every summer Teresa follows her father to his childhood home in Puglia, down in the heel of Italy, a land of relentless, shimmering heat, centuries-old olive groves and taciturn, proud people. Le processus de négociation d'un accord d'association entre l'Union européenne et le Mercosur (Marché commun du Sud-Argentine, Brésil, Paraguay et Uruguay), lancé à Rio de Janeiro en juin 1999, est la première négociation entre deux unions douanières. Cet accord constitue un enjeu particulièrement stratégique au moment où s'accélèrent les négociations pour la constitution de l'Aire de libre-échange des Amériques (ALCA-FTAA). L'Europe risque en effet son éviction commerciale, le Mercosur sa dilution. La négociation du volet commercial représente la principale difficulté à surmonter pour conclure l'accord.
